Why Guidon exists
When a hurricane takes a coastline and the National Guard is federalized or already committed, the state defense force is what the governor has left. Those units are staffed by volunteers who hold civilian jobs, buy their own uniforms, and answer anyway.
They are also, almost universally, run on paper — a shared drive of certification scans, a spreadsheet of members that went stale two drills ago, and a phone tree. Readiness is computed only from data that is both verified and current. A roster of 400 that can field 60 shows you 60 — because that is the number that matters when the state calls.

How we handle the record
Claims — certifications, awards, rank — are owned by the member and are born self-asserted. Verifications are owned by the organization and are append-only. One never overwrites the other, and only verified data feeds readiness.
Self-reported
A member enters it. Visible, usable, and clearly marked as unverified everywhere it appears.
Attested
A designated verifier reviews the evidence and signs. The attestation references the claim and never modifies it.
Reverted on edit
Change a verified item and the content fingerprint breaks — it drops back to self-reported automatically.
